1999 Elantra question

I hope someone here can answer this one...

I know that the horn for this car is under the left side parking light.
Techweb says to access the horn, I only have to remove the parking light.

Also according to Techweb, there is only one screw holding it in, remove it,
and the light will pivot out.

That ain't working. Other than removing the headlight assembly, does anyone
have any better ideas?

If I recall correctly, I access it by unscrewing the two screws retaining
the front bottom of the fender liner. There's one bolt with a 10mm head
holding the horn in.
 
Access from below?
