2004 Santa Fe sounds like a helicopter under the dashboard

I had this faint sound for a few days that sounded a bit like the wheel on the Wheel of Fortune. I took the car out today and the sound is louder now, sounds a bit like a quiet helicopter under my dash. I notice it seems to let up when I have my foot on the gas pedal and is worse when I am slowing down. I can only hear it inside the car.

Any idea what that might be? Is it dangerous to drive like that?
 
I had it both on and off, didn't seem to make any difference. I don't think it is leaves, the sound to me is mechanical.
