Yesterday on the highway at speed the engine quit running. Pulled off to the shoulder. Lifted hood, light smoke and electrical smell coming from under passenger side rear of engine cover. Had vehicle towed home. Battery was discharged, charged it. Starter spins but does not engage. No trouble codes from the ECU. No physical damage showing. How to proceed???

Check voltages at starter with the starter motor being called to crank engine
If 12 volts available at both terminals then take out starter and bench test
If starter is good then try rotating engine manually. Check if engine is seized?
