Blurry windshield when rainy

My windshield is streaking and or smearing during rainy conditions and is very hard to see out of when it is at night. I have replaced wiper blades and cleaned the windshield with alcohol and used rain x, but I still notice the streaking.
I have a 2017 Santa Fe.
 
Don't know anything more than what you have done
Clean windshield and replace wipers blades.
Hmm, do your wiper blades come with a shield on the blade??
My did and at first, I thought they were the worse wiper blades.
Turned out it had the cover n there.
