help with wipers!

    1998 Hyundai Accent.....the wipers seem to be seizing up. I'm not sure if
    it's the motor but when I turn them on, they make a huge squeeling noise and
    run really slow. Has anyone seen this before? How much does it cost to
    fix/replace. Thanks!
