1998 elantra power steering belt squeals no matter how tight the belt is. I
have destroyed 1 pump by overtightening the belt. Need to know what the
    problem is. Thanks

  2. You can buy belt dressing spray that takes care of the problem. IIRC,
    there's one called "Belt Ease".

  3. Belt dressing is not the solution !
You surely use the wrong belt. The V shape of the belt is too small or became
too small by the squealing and hits the bottom of the pulley even when fully
    tightened.
With a new (bigger) belt it will never squeal.

Have you checked your alternator/water pump belt? The power steering belt
is driven by the water pump. If the water pump/alternator belt is loose
and you put a load on the steering pump, the alternator/water pump belt is
    likely to slip and squeal.
