Rear brake drum oxidation?

The rear brakes make a sanding sound on first operation and sometimes
it makes a louder sound after I release the parking brake and start
rolling. The loud noise is as if the springs did not release the
brakes completely. It does this only when it is humid so it may be
some oxidation problem. The shoes are new and the drum has been
    machined. Comments?

Sometimes brake dust builds up causing this condition. How long has it
been since the shoes were replaced?
