Today while driving up a slight hill, and going about 60, I noticed that my
accent (automatic) was kind of loud, the RPM's were at the 3 1/2 line, and
my car was not shifting. Is this normal, or something i should be
    concerned about?

Could be. It depends on how much throttle you're giving. Even with that
info, it'd be pretty much impossible to tell without driving it myself,
since there are so many subjective factors. If you don't get a check
engine lamp anytime soon, everything's probably ok. Keep an eye out for
an abnormally high idle. There was a large bad batch of throttle position
sensors around 01-02 on Elantras and 1.6L Accents.
