Tilt Steering - 03 Accent

I have a base model 03 Accent, with AC the only option. The steering
column looks like it is set up for tilt steering. Where it enters the
dash there is what seems to be tilt mechanism.

Can someone tell me where the adjustment lever(s) to tilt the steering
wheel are? I wonder if I open up the column and attach a lever, if I
might be able to tilt the steering wheel.
