Wiper blade refill broken?

My wiper blade has a metal rib (like on an umbrella) sticking out. Is
this part of the refill or the arm that needs to be replace/repaired?
 
While it is part of the refill, those original blades do not lend themselves
well to taking on wiper refills.

Good, high-quality replacement blades are available from any good auto parts
store. Just make sure you get the size right. They are easy to replace.
Places like Advance Auto and maybe AutoZone will usually even put them on
for you.

The replacement blades were not too costly. Thank you for your help.
